The Carb Cheater works by adding air to the intake (by adjusting the vacuum leak, ported air supply). Almost every carburetor is tuned a little rich to cover most situations, so the Carb Cheater can add a little air to lean it out when appropriate (it works best with a well tuned carburetor).
